I understand it would need to be coded with a backend, But were is the code for the decoding process? Like what strings=what on PHP.

Well you need Windows and PHP win.

Then you just code the php backend which connects to the frontend, decode, and return to frontend.

No, there is currently no decoder for IC7

I have been working on a similar project. At the moment it's incomplete, but I must confess it has much more features.
For some reason I have no plans to make it public in the nearest future.
